Why is Philadelphia once again #1 in child removals? What needs to change?

The terrible separation of families at the border has shed light on what has been going on across the country to low income mothers & families, particularly those of color.  Philadelphia has once again taken over the #1 spot among large US cities for removing children from their homes.  Children are traumatized, ending up in prison at an alarming rate.  Nationwide, studies have found abuse in one-quarter to one third of foster homes. The record of group homes and institutions is even worse.

Speakers: Richard Wexler, National Coalition for Child Protection Reform, and Dorothy Roberts, University of Pennsylvania Law Professor and author of Shattered Bonds: The Color of Child Welfare.
